Y, Oshkosh, the building houses the Winnebago County University of Wisconsin-Extension, the county parks office and a local office the state Department of Natural Resources. Visitors will also find a variety of top notch meeting rooms, including one that's home to the local 4-H count fair planners. Adjacent is The Coughlin Nature Area, featuring a mile of walking paths. The building was named for James P. Coughlin, "Mr. Winneconne (Wisconsin)", age 91, who died on November 21, 2009. James was born on September 10, 1918, the son of James M. Coughlin and Rose (Holtz) Coughlin. James graduated from Winneconne High School in 1937. Later in life he funded several scholarships through the Winneconne school system. For many years, he owned and operated Coughlin Corporation Real Estate and Development Company, which helped to make Winneconne what it is today. James was an avid Wisconsin History book collector. His collection is on display at the Rose Coughlin room at the Winneconne Village Library.
