The Melbourne Town Hall "is the central municipal building of the city of Melbourne, Australia, in the state of Victoria."

This picture was sent in by KW. He writes: "This is part of a public facility located in the basement of Melbourne Town Hall, on Collins Street. Access however is not from within the building but is at the bottom of a flight of steps from the pavement (sidewalk). Many Australian urinals incorporate a grating on which one stands, and the surface below it is also flushed"
